Sime licensed by the junct Sime government to raid into Gen territory and sell the captured Gens to the Genfarmers and Gendealers. A wise Sime Territory government keeps the activities of the licensed Raiders below the point at which the Gen army will respond with counter-raids. To do this, they must operate a Pen system, dealing in domestically produced Gens.
